<p class="MsoNormal">Justine is correct that the GNSO Council will receive a special webinar (correction, on 7 Dec), which is prior to the publication of the ODA. She is also correct that the 14 Dec webinars are community-wide. I think it’s helpful to note
that with the community-wide webinars occurring just two days after publication of the ODA (i.e., likely not enough time for the community to digest the contents of the ODA), the webinars will be focused primarily on the ODP Team sharing information to aid
in the community’s review of the ODA. The webinars (there are two, with identical content) will be recorded.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">As for the Council’s draft response to set #6, the missing period was added. And as for the deadline, the
<a href="https://gnso.icann.org/sites/default/files/policy/2022/draft/draft-council-review-inputs-odp-11jan22-en.pdf">
process</a> states that, “To the extent possible (and unless urgency dictates otherwise), the non-objection period should start before and end after a GNSO Council meeting.” In this case however, the draft response has already been available through the Council’s
November meeting and received input from just Anne. As such, may I suggest <b>a deadline of 5 Dec 2022 for non-objection</b>?<o:p></o:p></p>

action and that if in some circumstances there may be valid reasons not to take such guidance exactly as described, this would remain consistent with the Final Report.” This understanding comes from the Final Report preamble and was reinforced by previous
ODP question/answers.<o:p></o:p></p>

<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto">There is specific phrasing for a handful of recommendations where the SubPro ODP Team wants to validate that their understanding of implementation guidance, pasted above, still
holds true. The reason they are asking is because the recommendation language (i.e., “must”) cites the implementation guidance in the recommendation language itself, potentially creating a relationship requirement between the recommendation and embedded implementation
guidance. I’ve highlighted an example of the language that is causing the potential ambiguity, where it can be construed that the implementation guidance in these specific instances, must be fulfilled precisely
<b>“as detailed”</b> in order to meet the requirements of the recommendation.<o:p></o:p></p>

the word “must” which has a defined meaning in the Sub Pro Final Report. The Implementation Guidance does not generally include the word “must”. That word was used consistently in connection with Recommendations and Question Set 6 appears to be reciting
“must” Recommendations but treating them as Implementation Guidance. <o:p></o:p></p>
