they are a “SME”. If a name is submitted by the GAC, ALAC, GNSO Constituency or SG, then that person’s subject matter expertise should not be initially questioned by others.<o:p></o:p></p>

to invite GAC designated leaders and to invite the ALAC to send participants (Justine of course and maybe others). Obviously other SOs and ACs have access to participate in the Small Team Plus because any member of Council is free to join the small team at
