was originally forecasted to begin post EPDP on IDNs but is already actively being considered by the Council. This is also a good opportunity to provide a reminder on how to read the ADR. Just because something is on the ADR does not mean that it will equate
to a Council project. Instead, it means some sort of decision needs to be made by the Council, which could indeed mean initiating a project, but it could also be a decision to NOT undertake work, to defer work, other.
