"The emergency working group was due to make its interim recommendations by
an ICANN meeting in Barcelona in October, but the meeting approaches, there
is no sign of consensus."

Considering that the hope is to finalize purpose A and B (and maybe C)
after Barcelona, there is no doubt an interim report will remain a tall
order to get by.
