[CPWG] ACTION/CPWG: Draft ALAC Statement on Evolving the Governance of the Root Server System

I'm not sure why my original statement is still there. Bastiaan drafted a much fuller statement wich included my as the summary. That was several weeks ago and I presumed that his statement, modified as necessary, would be the one we are submitting.
