[CPWG] strategic plan comment

Hello colleagues. We are pushing up against the deadline for commenting 
on the strategic plan -- Feb.11. We have discussed various elements on 
two calls. There is a google doc. that represents that work. As the two 
penholders, Bastiaan and myself are unable to attend today's call, this 
is a request to you, as the community, to make your final comments on 
this document so we can tie this up and send it in on time.
