[CPWG] [registration-issues-wg] Message to CPWG from Joanna Kulesza, Co-Chair of CBWG

I would break this down to a few separate (but interrelated) streams:

-1.  What is ICANN and why does it exist?
 0.  The "geography" of ICANN (what's what, who's who, who's where)
1.  How policy development works in ICANN
2.  Becoming an effective participant in ICANN policy development (and all
the different ways you can contribute)
3.  The big issues from the beginning until now
4.  The hot topics from now into the future
5.  Ongoing PDPs and implementation efforts

The tendency is to jump in around #4, which is kind of where Joanna's list
sits.  But that's hard without a foundation.  -1 and 0 are necessary in the
big picture, you could get away with starting with 1 and 2, which are
really about the process, but not the substance of policymaking.  At that
point 3, 4 and 5 look very different. Instead of being spectators and
considering this a policy briefing like you might get from Diplo, etc., the
audience sees that they are (or could be and should be) participants.  And
that this -- above all (in my opinion) -- is the reason to be at ICANN in
the first place.
