[CPWG] [registration-issues-wg] Evolving the Governance of the Root Server System

Exactly what comes to my concern after going through the document. The cost
streams and new forms of governance and authority can really increase
confusion from users, pressure from govts, concerns from community. Not
really the best approach right after IANA. There can be other concerns.
