As per David Olive's blogpost<https://www.icann.org/news/blog/improving-the-public-comment-feature-an-information-transparency-initiative-update>, the ICANN Public Comment feature has undergone improvements, developed thanks to community input. The Information Transparency Initiative (ITI) team released the new Public Comment feature on 07 February 2020 and your feedback is welcome.
