[CPWG] ALAC Advice to the ICANN Board on ISOC/PIR Issue

An excellent point Roberto on the different business models.
Upon ICANN lifting the upper cap in attempt to have a standard among all
registries it did eliminate certain component of market competition leaving
registeries with slim chance for creativity.
