[CPWG] CPWG - ICANN72 participation

Basically, this falls's meeting will be via Zoom, as the last several have been.  The Board is still working on the assumption that we will be able to do the February meeting partially in person (thus "hybrid").  But that's subject to change as conditions continue to unfold.
