1. Previous revisions accepted.

2. Several relatively small changes the first issue (ability of SSAD 
to fulfill its mission).

3. End Note added, not part of the advice, but an observation that I 
think may be worth making at this point. Your thoughts on whether to 
include it or not are welcome.

The deadline for all comments is the end of Sunday, 01 August.
