This is an interesting article.

A registrant is the registered holder of a domain name.

A "buyer" is the one who pays for this.

In practice they can be different i.e the registrant is a
functionary for registries and registrars & simultaneously
a proxy for the "buyer".

There is good chance that this happening even now to simply
position "Technology" as a distinct task associated with the
typical business of the "buyer".

To my mind, the proposed EU NIS2 seems to be a way of regularizing this.
