[CPWG] Internet Poverty Indiex 2022

50% of the population in 42 countries are categorised as Internet poor.
Would it help if they get free bandwidth? Is this index to be read to imply
that they can't afford decent devices also? What percentage of the Internet
poor might have more fundamental problems such as access to electricity?
