Dear Mr. Michele Neylon,

Thank you very much for the response.

I note that the positioning of CPH and NCPH is formalised differently 
for the
purposes of ICANN. I respect this and thanks for indicating.

As you would appreciate, fighting abuse is neither free nor easy. A 
considerable number of
duplicate reports get docketed. I garner that there are non-actionable 
complaints due to
lack of adequate evidence in the reporting for understandable reasons.

I am sorry for the lack of clarity in my questions.

I am taking the liberty of using the term "Mandated Reporters" who are 
empowered
to investigate occurrences of abuse and further develop the reports with 
appropriate
supporting evidence.

Does ICANN have some such plans to bring such  reporters into the 
multi-stakeholder process
of ICANN ?

In any case, domain abuse reporting and administrating actions based on 
the reporting
do need a regulatory framework to maximize the safety of the 
stakeholders.

This is my second question.
