[CPWG] (Draft) Information to TPR-PDP WG from CPWG on transfer locks

Dear all,

Based on the discussion and poll held at the CPWG meeting on Mar 16, 2022, connected to the post-creation and post-transfer locks, I have drafted a text to inform the TPR-PDP members.
