[CPWG] CPWG feedback to the GNSO TPR PDP regarding Change of Registrant policy discussion

With reference to the discussion held at the CPWG meeting on Aug 31, 2022, I have drafted feedback to be given to the TPR PDP working group.

The next meeting in the TPR PDP working group is scheduled to Sep 6, 2022, hence I hope to have your comments asap.
