[CPWG] GNSO-TPR Small Team proposal on transfer disputes (Resending with Google form included)

Dear Steinar,

Congratulations for the great proposal!
I'm with formalising the actions proposed by the small team in a policy,
since such a policy will reduce the dispute period and engage
Registrars (specifically losing to contribute) to start   minimal actions
to effectively resolve matters of dispute.
Such a policy will also contribute to the uniformisation of the dispute
resolution between registrars.
