It is the ICANN RFP list so it was an ICANN selection. It is the Middle 
East and Adjacent Countries study so this might be why Pakistan and 
Afghanistan are also included. I'm not sure whey it excluded Israel ( 
234,701; 31,792; 190,965; 45459).
