[CWG-Stewardship] Workplan update from the CWG co-chairs for members and participants

Hi Jonathan,

Thanks for this, i presume you don't think that the rfp3 items 1 to 3 don't
also need to wait for public consultation because we really have not
fleshed out its details right?

I think there may be need to have a second public consultation....no matter
how short....(even if its 1 or 2 weeks)
