[CWG-Stewardship] Version 2 of RFP Section 2A with redlined edits

Thanks Milton for taking the time to do this and for doing it as a redline to the document.

In my quick review of Milton's suggested edits and comments, with the exception of two that I think are minor edits that remove redundancy, the rest all seem to relate to ccTLD issues so I would like to encourage responses from ccTLD members and participants in the CWG.  In  particular, please communicate if you disagree with any of his edits or comments and if so state your rationale.  Please add your responses to his comments or edits to his redlined version.  It's okay if you add comments in agreement with his suggestions in the document as well but it is especially important to identify areas of disagreement; if none are identified we will assume that his edits and comments are accepted by the CWG.

Here is version 2 of the draft proposal in response to Section 2A of the ICG RFP; note that all edits made to the original version sent to the CWG list are redlined to make it easy for everyone to see the changes made.  If you proposed edits and they were not made, please speak up.

Questions and comments are welcome on this list.  If you want to propose additional edits, please create a clean version of the file, make the edits on the clean version, save the file with your name and send it to this list.  We will create a version three the first of next week if needed.
