[CWG-Stewardship] Design Team N - process for developing the template.

I have suggested that the title of this DT-N be changed from "Periodic
Review of the IANA Function" to "Periodic Review of the Statement of Work,"
since the description (here and in the Draft Proposal 2.1) deals with the
latter and not the former.
