Let me answer my own question after reading Andrew's earlier message.  I believe he is suggesting that the revised SLEs be implemented after the transition.  My question then is this:  how can we be ensured that they will be implemented?  It seems to me that if the revised SLEs need to be implemented before the transition happens, that provides some leverage that will disappear after the transition occurs.

Are you suggesting that the transition happen without revised SLEs?

I'm not trying to insert anything.  My reading of Annex H is that the text says that the plan is part of implementation and is running in parallel.  Therefore, if it takes a few more months, it's not the end of the world; and we can proceed with the transition without it being completely sorted.  What am I misreading?
