My assumption is that each organization would be wholly responsible for its appointee.  If the RZERC as a whole had concerns about a member, they could certainly communicate the concerns to the appointing organization.

How is this criterion evaluated?  What would happen if an organization appointed someone to the RZERC and some other organization disagreed about that person's qualification?
