[Discussion-igo-rc] Context and agenda for Red Cross discussion tomorrow

Hello All,

I have put together a few slides to help set the framework for discussion.   I have extracted relevant sections of the bylaws that relate to applicable law and the global public interest.

I envisage a rough flow as flows:

- Introduction – context and problem statement – Bruce Tonkin - 5 mins

- The form and extent of protections considered appropriate in this instance by the GNSO – GNSO delegation - 5 mins

- The form and extent of protections considered appropriate in this instance by the GAC as reflected in GAC public policy advice - GAC delegation - 5 mins

- GNSO to identify how the GAC advice has been take into account so far - GNSO delegation - 5 mins

- Dialogue about possible solutions to resolve the conflicting positions

- Next steps (last 10 mins)


I expect that we will use the first 20 mins or so to introduce the topic and get comments from the GNSO and GAC delegations as above.   Then we will have an hour to discuss possible resolution of the conflicting position.   

In the final 10 mins I will summarize the results of the discussion and the next steps.
