[ECAdmin] ASO Appointment to the Seat 9 of the ICANN Board

Dear All

I agree with Manal in having staff helping with the preparation of the
designation notice.
And also agree on discussing who would be holding the pen for the ECA on
our next SO/AC chairs call.
