Dear Empowered Community Administration representatives, 

I am writing to confirm that, in accordance with the timelines and procedures set out in Annex D of the ICANN Bylaws, the 21-day Rejection Action Petition Period pertaining to the Standard Bylaws Amendments in Articles 8, 12, and 27 of the ICANN Bylaws regarding 
(1) the composition and terms of the NomCom – Article 8, with a Transition Article at Article 27; (2) the implementation of the NomCom Standing Committee – Article 8; and (3) a change in how the RSSAC is selected – Article 12 that were approved by the ICANN Board expired at 06:59 UTC on 7 October 2023. No Rejection Action Petition Notices (as defined in Annex D, Section 2.2(c)(i)) were received by the Empowered Community Administration within the prescribed timeframe. 

Therefore, under Annex D, Section 2.2(c)(ii), the Rejection Process for the Standard Bylaws Amendments mentioned above are thus automatically terminated. The next step is for the Empowered Community Administration to deliver to the ICANN Secretary a notice certifying that the Rejection Process has been terminated with respect to this particular Rejection Action. ICANN will then post the Rejection Process Termination Notice on the ICANN website. 

As customary, support staff prepared Rejection Process Termination Notice for your review (see attached). Staff will be happy to forward the notice on your behalf unless you have comments or concerns. Please let us know.

Dear Empowered Community Administration representatives, Under the ICANN Bylaws, delivery of the Secretary’s Notices on 15 September: (1) requires Decisional Participants to “promptly inform their constituents” of the delivery of such notices; and (2) triggers 21-day Rejection Action Petition Period, during which an individual may submit a petition to any Decisional Participant, seeking to reject the Board action. These 21-day period for standard Bylaws amendments regarding (1) the composition and terms of the NomCom – Article 8, with a Transition Article at Article 27; (2) the implementation of the NomCom Standing Committee – Article 8; and (3) a change in how the RSSAC is selected – Article 12 commenced on 15 September 2023 and will end at 23:59 PDT on 6 October 2023, or 06:59 UTC on 7 October 2023.
