[Epdp-dt] EPDP Scope Matrix

Some comments:
EPDP1 - 2B - It seems that an added question of whether the thin to thick transition should continue or be reversed is in order, otherwise the only thick registries in a few years could be the currently thin ones
EPDP1 - 2H - Not all EBERO transitions are done without registry data. It's foreseen that using zone files plus data escrow is a last resort, but the first attempt would be to use data from the failing registry.
EPDP2 - D - While the rules/policies to access data already encompasses what I will mention, I noticed that some misunderstanding in the community came out of assuming that accredited parties will have unlimited "all you can eat" access. I don't think the scope matrix even suggests that to be the case, but perhaps detailing this as question could help building bridges in the community and allow for a more collegial discussion of how it will work.
