[Gdd-gnso-ppsai-impl] Agenda and discussion question for 28 February Privacy/Proxy IRT meeting

In the spirit of 'Simple is better' registrars are looking for an 
implementation that involves little to no chenges., thus consolidating 
both escrow requirements under the registrar escrow requirement for 
affiliated p/p services sounds like the best solution. After all, we are 
already required to escrow that data, why change anything about how this 
is done?

Unaffiliated p/p providers would get access to the same excrow, or a 
different one.
