Please find the draft output text in response to Charter Question E3, String Similarity Review. Since it is a major item of deliberation and the Hybrid Model requires detailed explanation, a separate document is created to facilitate your review of the draft text. Please note that an Appendix is included as part of the document to supplement the main body of draft text of the recommendations and the rationale.
