 level. Understanding from the GNSO deliberation where that conservatism will be achieved will be what the SSAC would be interested in seeing. Need to assess whether the measures in place will result in conservative activation of variants. Economic factor may
 determine number of variants that will allocated. For second level they could be sold as a package? Maybe for this a ceiling value should be considered to ensure conservatism?
