<p class="MsoNormal">As you recall, the EPDP Team has concluded preliminary deliberations on almost half of the Phase 2 charter questions so far (C4, C5, C6, C1, C2, D4, D6, D7, C4a). <o:p></o:p></p>

<p class="MsoNormal">Similar to our previous practice, the leadership team and staff have jointly developed the draft recommendation text with rationale for your review. We followed the Phase 1 Initial Report format, and the charter questions are ordered based
on the sequence of the team’s deliberation. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Please note the following:<o:p></o:p></p>
<ul style="margin-top:0in" type="disc">
<li class="MsoListParagraph" style="margin-left:0in;mso-list:l0 level1 lfo1">Only pages 1-17 (up to C4a) require your review. The remaining pages include the Phase 2 charter questions that the EPDP Team has not completed deliberation, which should be resumed
after the Phase 1 Final Report is delivered. <o:p></o:p></li><li class="MsoListParagraph" style="margin-left:0in;mso-list:l0 level1 lfo1">The text highlighted in
<span style="background:yellow;mso-highlight:yellow">yellow</span> may require further discussion or refinement by the EPDP Team.
<o:p></o:p></li><li class="MsoListParagraph" style="margin-left:0in;mso-list:l0 level1 lfo1">Similar to the Phase 1 Initial Report, a glossary section is being developed and will be circulated to the EPDP Team for review later. Please be rest assured that the frequently mentioned
