[Gnso-epdp-team] Triage Report - Complete Draft

Hi Everyone:

Please find attached a pro-forma version of the complete Triage report. It includes the issue or comment summaries of all sections of the Preliminary Specifications. 

There will be three appendices published as separate documents:
The complete set of comments organized by group (attached here and to be reorganized by alphabetical order)
The complete set of comments organized by Temporary Specification section
The set of opening comments made during the first meeting. 

These other two appendices should be ready tomorrow.

Please note the one topic of discussion, the second sentence of the second paragraph of the report, where reference to redacted data has been, for now, deleted. 

This report represents our first deliverable to the GNSO Council and, more importantly, represents considerable work done by this group, reflecting a thorough understanding of the issues presented by the Temporary Specification, However, it does not portray any consensus or agreement by this group - it is a required stepping stone onto more substantive work. Please review and comment on this report with that in mind. If the issue summaries disagree with your comments, they should be amended. However, non-substantive changes to this report will not affect our final work.
