Hi James,


Indeed carrying out research in relation to the topics that you mention in your email is of benefit to the DNS industry and the marketplace in general. However,  statistics in this regard do exist by country. Maybe compiling this information by region and deriving useful market directions is an area which needs more work.


Going back to our main topic, the ALAC is not tasked to represent each and every interest of the Internet users, the ALAC represents the interests of the Internet users as they relate to the Internet unique identifiers and parameters. This representation does not depend on or stem from personal experiences, thoughts or beliefs, but rather from worldwide principles established to take responsibility for protecting the online activities of the Internet users and advancing their online experiences. You do not need the vote of 4.8 billion users to protect them from cyber crime, mitigate cyber threats or make sure that tech companies do not adopt business practices that could unintentionally harm or exploit Internet users. However, it is important to note that the ultimate goal of both the ALAC and the CPs is the same; we both want what's best for the industry and ultimately the users (Internet users and registrants) of this industry.

I believe it is naïve and/or extreme hubris to think that ALAC could possibly define, via internal “debate and discussion”, the interests of  4.8 billion (as of Jun 2020) active users of the Internet.  And that’s assuming those 4.8 billion interests are even monolith (and we know they aren’t).  Internet users now comprise the majority of human beings on the planet, and are reflective of the broader human diversity in terms of region, ethnicity, language, currency, political/economic environment, culture, etc.

In this regard, ALAC missed its opportunity to become the Research Division of ICANN, informing the policy development process with sound research backed by population statistics.  Statistics that could pose (and answer) essential questions like:  How many Internet users’ primary language is based on a non-Latin character set?  What share of Internet Users are under 25?  What payment/banking methods create barriers to online commerce, and what are viable alternatives?  How many use a smartphone/apps versus a computer?

An ALAC that produced reports like these, rather than anecdotes and personal experiences, would be extremely valuable to the policy development process, and truly provide a voice to stakeholders missing from the ICANN model.

We represent only ourselves, or the ALAC if duly appointed, or our home organization if there is one. We make no claim to "represent" the billions of Internet users.

We do our best to represent the INTERESTS of Internet users, as best we understand them. We have lots of debate and discussion within At-Large on just what those interests are and how best to defend them.

Perhaps once you retire as a registrar, you may choose to join us as many colleagues from other parts of ICANN have.
