<div>I agree with Sophie. Although the paper submitted by Kathy et al. Is well written, there are some inaccurate assumptions upon which the paper is based. For example, the comment period referred to in the last round was with respect to GAC Advice and
trying to address that advice, not to comment per se on the Closed Generic applications that were submitted. I am sure that some did comment on specific applications, but those comments were actually not considered substantively by ICANN in its decision
to institute a moratorium in the last round. So the comment period was for the proposed change in process, not on the Closed Generic applications.</div>

<div dir="ltr">Similarly, in this round, if there is a proposed change to the program, there will be a public comment period on that proposed change. This is already in the SubPro recommendations. And of course SubPro did not consider a specific Closed Generics
public comment period, but rather considered public comment periods in general for all categories. At the time, the categories it considered were geographic names, communities, brand TLDs, IDNs, Government-backed applications, etc. And despite the complexities
of each of those categories, SubPro concluded that none of them required a separate comment period. The intent was not every time we add a new category, we rethink every single aspect of the new gTLD Program simply because we have come up with a new category. <span style="font-size: inherit;">Rather,
SubPro’s task was to come up with a process that worked for all gTLDs while providing flexibility where absolutely necessary. </span></div>

At this point, I think we need to accept that there is disagreement on the basis of different principles, rather than lack of understanding for contradicting views, and recognise that we should be aiming for language that we “do not hate” around this. We also
need to remember that the goal of this group is to find a middle path forward on closed generics at a framework level. I don’t see a situation where we can agree as a group that: there should be no second public comment period, or we not make any comment allowing
for amendments to the current policy on public comment periods. </p>

Closed Generic applications. This does not replace ICANN’s discretion to extend the public comment period for all applications, and the 30 day extension will apply to the full length of the comment period (extended or otherwise). There should also be a dedicated
page listing and linking to Closed Generic applications for each round, and the evaluation criteria for Closed Generics applications to inform prospective commenters.

day. Both the time and circumstances would not allow for the type of meaningful public comment needed here.</span></p>
