Thank you again for all your work on this very important effort.



Per the discussion on yesterday’s call, Monday, 04 December 2023, the working group agreed to one minor change in the attached Final Draft of the Final Report: to include in Guidance Recommendation 1 to clarify the meaning of “under-served” in the Implementation Guidance, page 9, to include a footnote from the Initial Report deliberations referencing the GAC definition as follows: “The working group agreed to cite from the Initial Report the GAC's definition of under-served: https://gac.icann.org/working-group/gac-working-group-on-underserved-regions-usrwg [gac.icann.org]<https://urldefense.com/v3/__https:/gac.icann.org/working-group/gac-working-group-on-underserved-regions-usrwg__;!!PtGJab4!5333mm3P75BiFELEOxEZwalPHRJ_0BTwSv0a0CuQjQJmDNYoTmEL10dkfYbtYUvRQS614xrJaYvxinKzfqOVcHpb5Vk1WWPs7w$>, specifically: “An under-served region is defined as one that: Does not have a well developed DNS and/or associated industry or economy…”” The working group also agreed to correct a couple of typographical errors.  Other than these very minor changes the working group agreed with the attached text as written.



REPORT REVIEW: Working Group members are requested to review, with their respective groups, Section 3 of the Final Report and provide suggested minor edits, if any, in redline/review mode not later than COB Thursday, 07 December.  Note that minor edits are welcome for the other sections of the report, although those sections are mostly unchanged from the Initial Report.



CONSENSUS CALL: Working Group members are requested to review, with their respective groups, the Consensus Designations for each Guidance Recommendation listed in Annex C and to indicate on the Working Group list as soon as possible but not later than COB Thursday, 07 December if their groups agree with the Consensus Designations, or if there are objections. Per the GNSO Guidance Process Manual: “Each recommendation in the Final Report should be accompanied by the appropriate consensus level designation (see section 3.6 – Standard Methodology for Making Decisions in the GNSO Working Group Guidelines [gnso.icann.org]<https://urldefense.com/v3/__https:/gnso.icann.org/en/council/annex-1-gnso-wg-guidelines-15mar23-en.pdf__;!!PtGJab4!8vaHrOCw8ftmRr2uI3_KyK_hY3zkpGtroJTW1PkXxeQl3FxtpO34kZNWkg0xWE0F9zI7OPRvb1EljqvWmqVb7JdJI66zHT5XUQ$>).
