Methodology, Rationale (deliberations) sections in the Recommendations Guidance Report format for the WG to review in advance of the meeting on 03 July. Also prior to the meeting, after reviewing the text WG members may suggest gaps or remaining issues if
any that need to be addressed (including whether the Methodology text adequately summarizes the WG’s discussions, see below). There will be at least one other opportunity for the WG to review the Recommendation Guidance Report in its entirety to include the
various boilerplate sections <i>prior to it being posted for public comment.</i><o:p></o:p></p>

post the report no later than the end of July, with 30 days bringing us to the end of August. The WG will review public comments in September followed by development of the Final Report. It is anticipated that the Report can be delivered ahead of the December
deadline.<o:p></o:p></p>

<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto">Third, again, apologies if it was not clear in the staff’s brief introduction of the Methodology section for Tasks 3-5 during last week’s meeting, but the intention of the Methodology
text is to briefly summarize the WG’s deliberations in its analysis of Tasks 3-5, including the prioritization of the metrics, which ultimately was accomplished via the categorization of the metrics by life-cycle element and then according to the associated
Recommendation Guidance. As you rightly note, however, that prioritization exercise and associated discussions could be more clearly and completely delineated as it was an important aspect of the Tasks and also because the WG chose not to use many if not
most of the metrics suggested by the SubPro Final Report. In the next iteration of the clean version of the document provided for WG review as noted above, staff will provide additional text in the Methodology section summarizing the discussions on the prioritization
of the metrics. We welcome WG review and comment on whether that summary text will be sufficient or suggestions for additional text if any. Please note, however, that the Methodology and Rationale sections are by necessity not meant to be comprehensive;
they are intended as brief summaries of the WG’s discussions. Reference will be made to the WG wiki where those who are interested in more detail can access the transcripts and recordings.<o:p></o:p></p>

The GGP Chair noted that because of travel and the timing of the distribution of the working document the WG members would have additional time to review the document. Thus the WG’s next meeting would be postponed for two weeks to Monday, 03 July. During

GGP Support Staff read through the working document, beginning with a summary of the methodology the WG followed in the development of the final draft recommendations for Tasks 3-5.<o:p></o:p></li><li class="m2045657614666521858m-3249808852370119082msolistparagraph" style="color:black;mso-list:l3 level1 lfo2">
Next the staff read the text of each Recommendation Guidance, while noting that the WG had previously discussed and agreed to the text as reflected in the redlines and comments.<o:p></o:p></li><li class="m2045657614666521858m-3249808852370119082msolistparagraph" style="color:black;mso-list:l3 level1 lfo2">
In the interest of time staff did not read the text of the rationale and deliberations but displayed them on screen to be read or via the link to the document.<o:p></o:p></li><li class="m2045657614666521858m-3249808852370119082msolistparagraph" style="color:black;mso-list:l3 level1 lfo2">
The Chair noted that there would not be time to discuss the revised text of Recommendation Guidance 3 & 4 of Task 6, but staff noted that the WG had already had the opportunity to review the text and that it was accepted with minor typographical (non-substantive)

Some WG members expressed concern that the Task 3-5 working document contained redlines and comments when they thought that the text was already finalized and ready to put out for public comment.<o:p></o:p></li><li class="m2045657614666521858m-3249808852370119082msolistparagraph" style="color:black;mso-list:l3 level1 lfo2">

Staff noted that the redlines and comments were included to illustrate the development of the text as summarized in the rationale and deliberations and because in previous iterations of the document WG had expressed concerns when redlines and comments weren’t
