the </span>discussion on yesterday’s call, Monday, 04 December 2023, the working group agreed to one minor change in the attached Final Draft of the Final Report: to include in Guidance Recommendation 1 to clarify the meaning of “under-served” in the Implementation
Guidance, page 9, to include a footnote from the Initial Report deliberations referencing the GAC definition as follows: “The working group agreed to cite from the Initial Report the GAC's definition of under-served:

<u>COB Thursday, 07 December</u>.</b> Note that minor edits are welcome for the other sections of the report, although those sections are mostly unchanged from the Initial Report.<u></u><u></u></p>
