[Gnso-igo-ingo-crp] Invitation to GAC Observers to join our WG

Hello everyone,

To be honest I¹m not sure that we ought to distinguish between IGOs who are
GAC Observers but not on the GAC List of Protected IGOs, IGOS who are not
GAC Observers but are on the GAC List, and IGOs that are on both lists. At
the same time, there is no quick and easy way to check the IGO/NGO status of
all the GAC Observers, so we would suggest extending an invitation to all
the GAC Observers.
