Hi George, thanks for the initial feedback. In rereading the draft, staff agrees that more context and background information will likely be necessary. One thought to bear in mind is that we depend on WG members who are involved in their SG/C to take an active role in briefing and updating their groups on our work. 

In this case, we would suggest adding an appendix to the letter summarizing the reasons for the recent INGO decision as well as providing some basic background on the immunity and other issues. We do advise, however, sending out some form of solicitation sooner rather than later, as this is a required step in the PDP Manual :)

I hope this helps clarify things somewhat, and look forward to the group discussion coming up!

Hi folks,

I'm a little bit concerned about the draft letter, because it does not
include any background information concerning our preliminary findings
and reasoning. In other words, it provides very little context for the
input.

For example, comment/input on mutual jurisdiction and/or immunity
issues, without having seen that US State Department document would
tend to be uninformed input. Similarly, our work in clarifying the
differences between IGOs and INGOs isn't really summarized in that
latter.

So, while I agree we need to obtain input from GNSO Stakeholder Groups
and Constituencies (as required by the PDP manual), I'm not sure about
the timing, and the context (i.e. whether there should be a
preliminary document published first by the working group; I'm not
sure we're ready to do so yet).
