Agreed, a second draft report with public comments might make a lot of
sense, along with the use of a "completely neutral and independent
Chair" and/or "the use of a professional facilitator" as per section
6.1.3 of the guidelines that I quoted from earlier this morning.

Fundamental issues of due process for registrants are at stake. The
transparency and accountability mechanisms of ICANN need to be
strictly followed when such an important issue is being determined.
