It took me quite a while but I finally attempted to play the Adobe recording
for this meeting.  It seemed to work properly for 10 minutes but I
encountered problems after that.  The voice recording stopped until I moved
that marker forward and nothing showed on the screen.  I gave up and tried
the MP3 but it recorded two people talking at the same time with one
person’s voice (James first, Mary later, etc.) being dominant.  The MP3
cleared up at the very end of the call.

 

At the beginning of the call, James made the observation that one of the
things we could do is decide that the WG didn’t get it right (with regard to
the Red Cross national names and two international red cross names along
with limited variants of those names).    In my recollection of what
happened, it was not a matter of getting it right or wrong with regard to
those names.  Here is what I remember:

*	The additional names were not introduced for consideration until
after the group had already made considerable progress and was working
toward final recommendations.
*	It was decided to not delay our momentum so we never really
deliberated fully on the additional names.
*	In my opinion, if the additional names were introduced earlier in
the process, the outcome could have been very different.

 

It could very well be that my memory is faulty and I welcome those who were
part of the original WG to correct me, including Thomas as chair.

 

Understanding that it was very difficult to listen to the recording and
therefore may have missed key points that were made on the call, I would
like to suggest that I personally think that our task could be fairly easy.
Here is why I think that:

1.	One of the essential principles that was applied in the New gTLD PDP
was to base recommendations on objective standards such as international
treaties.
2.	I do not believe that the national names and the two international
names are covered by international treaties in the same way that the names
that were approved are, but I do believe that they are at least consistent
with the principles behind the international treaties for red cross names so
I don’t think it would be too much of a stretch to add the new names.
3.	Another key principle is that names should not create confusion.
4.	In my personal opinion, the additional names would not create
confusion.
5.	If I am correct, then it might not be unreasonable to add the
additional names to the approved policy.

 

I definitely think we as a reconvened WG (including new members) should due
our due diligence in considering the above, but If my memory and analysis
has merit, then we possibly could finish our work in relatively short order.

 

Please let me know where I am incorrect.

would appreciate knowing whether it is a general problem for all or just
unique to my system.

can lose what they had - especially any interim decsions made by the board

  Mary Wong:@Avri, the Red Cross names and acronyms are currently reserved
as an interim measure - so once the Board acts on the GNSO recommendations
(whether to approve or otherwise) the interim protections will go away, and
the final Board approval will govern.

  avri doria:So, Mary, we could bring a decsion differnt from the Board's
interim decsion and remove those names fro the reservation list.

  avri doria:agan, not recommending, just looking for the boundary
conditions.

  avri doria:does our procedure require a round of "constituency/sg/SOAC
comments" on the issues?

  Mary Wong:Note that following the WG's consultation, the proposal still
has to be published for public comment before the Council takes a final
vote.
