Hello Stephane, thank you for your note and suggestions. If it helps, the 
title that was used for the public comment proceeding was intended to make 
the overall subject title shorter and simpler for purposes of encouraging 
input. It was not intended to be, and will not be, the actual title of the 
formal Consensus Policy. Nevertheless, in view of the possibility of 
confusion that you pointed out, we will change the title as you suggested.

Many thanks for your update. 

I have just noted that the title of the Consensus Policy that has been 
made accessible on-line for comments reads curiously and does not reflect 
the title of the final Recommendations Report submitted to the GNSO 
Council (i.e. Final Report on the Protections for Certain Red Cross and 
Red Crescent Names in All Generic Top-Level Domains Policy Amendment 
Process). 

The title of the document placed on-line for comments is inadequate and 
confusing and does not reflect the efforts made by ICANN Staff and WG 
members to make use of terminology and names that conform to the Statutes, 
Regulations and practice of the International Red Cross and Red Crescent 
Movement. We would recommend that the title of the proposed Consensus 
Policy (as accessible on line) be revised to refer to 

"Proposed consensus policy concerning the names of the International Red 
Cross and Red Crescent Movement and of its respective international and 
national components"; or 

"Proposed consensus policy concerning the Protections for Certain Red 
Cross and Red Crescent Names in All Generic Top-Level Domains". 

The terms / names "Red Cross International Movement" or "Red Cross 
National Societies" are not correct.

In accordance with the ICANN Bylaws, this public comment proceeding is 
intended to provide a reasonable opportunity for the public to comment on 
a proposed Consensus Policy concerning certain names associated with the 
International Red Cross Movement and all Red Cross National Societies, 
prior to consideration by the ICANN Board. The GNSO Council approved the 
proposed Consensus Policy in September 2018 and recommends its adoption by 
the ICANN Board. Following the close of this public comment proceeding, 
which is being opened for a minimum 21-day period as required by the ICANN 
Bylaws for this purpose, the proposed Consensus Policy and all relevant 
input received will be forwarded to the ICANN Board for its consideration 
and action.

recommendations from this PDP Working Group are proceeding toward Board 
consideration, based on the GNSO Council’s approval in September 2018 and 
after the close of this current public comment proceeding. The current 
timeline should allow the topic to be placed on the Board’s agenda 
sometime in early 2019.

This note is to inform you that, in accordance with the transparency 
requirements of the ICANN Bylaws (Article 3, Section 3.6), a public 
comment period has just been opened for the final recommendations from the 
reconvened PDP on Red Cross names:

will recall that the GNSO Council approved all the final PDP 
recommendations at its meeting in September 2018. This public comment 
proceeding is intended to provide a reasonable opportunity for public 
input on the proposed policy prior to Board action on the matter. In 
addition, the Bylaws permit the GAC to provide timely advice at this stage 
should there be any public policy concerns. 
  
Staff currently anticipates that the Board consideration of the PDP 
recommendations can therefore take place in early 2019, following the 
close of the public comment period. At that time, staff will forward the 
PDP Final Report, the GNSO Council’s Recommendations Report (approved by 
the GNSO Council in October 2018) and any relevant public input to the 
Board. Under the ICANN Bylaws, the Board is also obliged to take into 
account any timely GAC advice that may be published. 
  
Staff will continue to keep you informed of the status of this matter.
