If I remember correctly the external advice we got was specific about 
international arbitration and to the best of my knowledge this means a 
particular type of process normally under the rules of the ICC in Paris. 
If you were to come to the GNSO at that point of time, the next question 
would clearly be what kind of arbitration are you talking about. This is 
in my view the issue around recommendation 5 and I don't see a lot to 
tweak here.  But well, we may or may not go back to the GNSO. Talk to 
you all on Monday.
