[gnso-igo-wt] Recommendation #4 Text Tool & PCRT

Dear EPDP,

In preparation for our next call on 10 Jan 2022, please find attached a tool to review possible changes to the Recommendation #4 text as the EPDP reviews through the comments. Column one, contains the original text of the recommendation and column two are brief summaries of support or divergence from the responses submitted including highlights on suggestions to change the text. This document should be review in combination to the full comments as posted on the PCRT, also attached for reference.
