Dear WT,

 

Per the Chair's instruction and as briefly shared on today's call, please
find attached a conceptual/draft version of a process flow "towards an
enforceable decision". Any additional disclaimers should be provided by the
IGO representatives, but they noted this is just a working draft to help
inform their own deliberations and it is being shared here as only
informational at this stage.
