[gnso-irtpd] Attendance - note to GNSO Council Chair

Following the relatively low turn-out over the last weeks, the Working Group
co-chairs were thinking of contacting the GNSO Council Chair to keep him in
the loop.

The discussion of the note will be added to today's agenda.
