[Gnso-newgtld-wg-wt4] Technical mailing lists outreach

Hi there. 

One of the suggestions we've got for progressing the discussion on name collisions was to do outreach to groups focusing on DNS technology, such DNS-OARC's DNS-Operations, IETF DNS-Op and RIPE DNS-WG. 

I've just did this as can be seen in the mailing list archives for those lists:
