Alexander,

It’s a good point.  I think it falls under WT2. You probably should raise
it in public comment and/or in WT2 and/or the plenary WG.

I think it’s something that could be controlled for, so that 43 liqueur
(from Spain) or 94 lumber or 45 (Trump) or 68 (Velvet Revolution) can
operate as gTLDs without breaking the Internet by creating IPv4 addresses.
Maybe this is another good reason to keep moving toward IPv6, since “:”
won’t pose the same issues as “.”.
