I am seconding Christopher,

 

In my opinion the group was very willing to find appropriate compromises as to how non-capital cities or other geo-names would be protected. 


The current version is equaling the old version of 2012 – literally completely unevolved and unchanged. This is NOT a compromise – but the very ABSENSE of compromise.  I feel very sorry for the wonderful leadership team which teared itself up to make change happen.  Thank you all.

If you want to read this as “support” for the report and whether it shall be sent to the full WG:   yes. We need to move on. Send it to the full WG. 

 

But may I suggest an addition to the report (the English needs to be polished):



Those who advocated for better protections of non-capital cities and other geo-names cited “potential harm” of geo-communities. Obviously WT5 has no way of foreseeing whether the geo-string namespace WILL be harmed in the next round or not. As this PDP is going to impact not only the NEXT new gTLD round but will likely be authoritative for future rounds the WT5 suggests:

*         To implement these proposed WT5 geo-name policies in the next round PDP

*         To flag them as to be potentially valid only for the next round (pending a review of potential harm)

*         To closely monitor the effects and the impact of the next round applications on geo-communities: was “harm” inflicted? 

Instruct the GNSO to do so immediately after the reveal day (and not 5 years later after the last contention set is resolved).

*         To suggest to the GNSO to revive the geo name policy efforts in the case of harm being detected in the 2nd new gTLD round

 

If we see a tiny “luxury brand” named “SHANGHAI” snagging up .shanghai - thus depriving 24 Million people to identify themselves via .shanghai domains; if we see .oakland being awarded to some fortune seeker who presented a letter of non-objection from a 1,500 people nest “Oakland” (not ONE domain registration would ever originate from that place – but all will be from the “big Oakland”); if we see some portfolio applicant applying for 100 cities – conveniently NOT stating that they are TARGETING these cities (to circumvent the necessity for a letter of non-objection): then we need to act up. If none of these atrocities happen – then no need to act up.

This is to confirm that I do NOT  support this Report to the Full Working Group.

 

Specifically, I cannot conceive of an honourable  ‘compromise’ which continues to facilitate applications for geographical names, for any purposes, without reference to the local and national authorities concerned, 

 

My other reservations about this report have been evoked in WT5 conference calls and in writing; and will be confirmed in due course.

Dear Work Track 5 members,

 

Thank you for taking the time to review the Work Track 5 Final Report to the Full Working Group. The final deadline for providing comments on the document has now passed. As no additional comments were submitted since the last version was sent to the list, we will proceed with a consensus call on the attached text, which is the same as the version sent on 18 October with minor formatting adjustments.

 

The Co-Leaders believe that there is support from the Work Track to move forward with this report as written. To ensure that all voices are heard, the Co-Leaders invite Work Track 5 to respond to this email stating whether they support or do not support the WT5 Final Report to the Full WG as it is written. A simple “support” or “not support” is sufficient. The deadline for responses is Monday 28 October.

 

Once the deadline for responses has passed, the Co-Leaders will proceed to make an evaluation of the level of support (see details on attached slides and in the GNSO Operating Procedures) and send this designation to the mailing list. Please keep in mind that a consensus call process is not a formal voting process. After the group has discussed the estimation of designation, Co-Leaders will reevaluate and publish an updated evaluation, if applicable. These steps may be repeated until the Co-Leaders provide a designation of the level of support that is accepted by the group.
